Before the CCAEC Board was formally created with Governance Plan and Bylaws meetings, members met in Planning Committees in order to create the initial Three Year Plan. Planning Committee meetings continued after the CCAEC was formed to complete the first Annual Plan and revise the initial Three Year Plan.
